All bonds issued under this act shall by their issuance be conclusive evidence of
the regularity, validity and legal sufficiency of all proceedings, acts and determinations
had or made under this act. No error, defect, irregularity, informality and no neglect
or omission of any officer of the district in any procedure taken hereunder, which
does not affect the jurisdiction of the board of trustees to order the doing of the
thing or things proposed to be done, shall avoid or invalidate such proceeding or
any bonds issued thereunder.
